I f such persons are appointed, and dis­ charge their duty, without meddling in mat­ ters which do not concern them, they shall be respected, and all requisitions shall be addressed to them, through the proper chan­ nels, and departments o f the navy and a rm y ; but as forbearance bn the part o f the inhabi­ tants is essential to the principle o f these ar­ rangement, it is necessary that all manner 1o f civil persons should remain at their re­ spective habitations, and any peasants, or other persons, found in arms, sing ly , or in -small troops, or who .may be guilty o f any act of violence, must expect to be treated w ith rigour.
